Senate Republicans Support President's Proposal to Overhaul Affordable Care Act

US senators are working through the weekend for the first time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to end the standoff appeared to recede as GOP senators floated a proposal toxic to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Deepening Impact of Federal Closure

The effect on Americans from the longest closure of the US government in history worsened on Saturday, as government employees went unpaid, carriers were forced to cancel flights and SNAP benefits have been postponed for forty-two million Americans.

President's Proposal from Golf Course

As Saturday's session got started, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Endorsement

Several Republican senators praised the proposal, which is comparable with a replacement for Obamacare put forward in 2017.

"We're going to replace this failing program with something that is truly better for the consumer," one senator said.

Another senator praised Trump's suggestion on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Response

Democratic senators shared concerned responses to Trump's proposal.

"Essentially, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been defeated by voters and Congress."

Another lawmaker responded to the criticism of carriers by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Really? In that case I applaud your support for universal healthcare."

Ongoing Negotiations

The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an willingness to an emerging plan from a small group of moderate Democrats to end the shutdown in exchange for a future vote on the Obamacare payments.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another way ahead" after Republicans rejected an proposal to reopen the government and extend the subsidies for a year.

Another senior Democratic lawmaker continued in arguing that Republicans should accept a one-year extension of the subsidies before negotiating the long-term of the tax credits.

"Doing nothing is irresponsible because citizens will go into debt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress fails to act."

Partisan Dynamics

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same insurance companies, or that Republican legislators need the support of several Democrats to reopen the government, and the concept of repealing and substituting Obamacare with savings accounts is improbable to earn a solitary Democratic vote.

Some observers indicated that the core of such a plan would remove the ACA's requirement that carriers cover patients with existing health issues.

After his resort visit, Trump went back to his residence and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the proposal that failed to garner enough support in 2017.
